No these are separate diseases and can't be confused each other though they can coexist in the same person.

In hypothyroidism increase in sugar level is not necessary. There is necessarily gain in weight in hypothyroid where as there may be loss of in diabetes. In diabetes U have to forcibly reduce your diet and in hypothyroid there is loss of appetite as a symptom.
